Use PPR to exclude products from an order type

Hello experts,

We have a situation where we have a standard order type and a sample order type.  We have some products that we don't want to allow on sample orders.  In ECC I could accomplish this with exclusions by setting up a material level exclusion that was specific to the sample order type.

In CRM it looks like I need to use PPR to accomplish the same thing.  However, based on my limited knowledge of PPR, it appears we need to enter these at a partner level.  We want to prevent every customer from ordering these products on sample orders, and not have to maintain a PPR for all 400,000 customers.  Is it possible to due a PPR that isn't customer specific?
