Get dump BSP error when defining Web Service in CRM RDS

Am implementing CRM RDS V3.701 Based on CRM 7.01

And am facing a dump error of BSP in Defining a Web Service step of Building Block C4A  as the below :

Business Server Page (BSP) error

What happened?

Calling the BSP page was terminated due to an error

The following error text was processed in the system:

Message E 00 001 cannot be processed in plugin mode HTTP

Exception Class    CX_SY_MESSAGE_IN_PLUGIN_MODE
