Action trigger for every 24 hours without change in transaction

Hi Experts,

I have to create a service request auto-notification email for every 24 hours for which priority is High. For this I can put some action condition to check the priority is "High". But, without change in transaction how to trigger actions?

I appreciate if someone can guide to achieve this functionality.
