BAdI CRM_MKT_MODIFY_ORDER is not triigering

Hi Experts

I have created custom implementation for BAdI CRM_MKT_MODIFY_ORDER and Method MODIFY_ACTIVITY_OBJ to Assign dynamic Employee during Campaign Creation based on some employee criteria., Initially I did not write any code and I just set the external debugger. Badi is not getting trigger when I execute Campaign. Now I written the piece of code to pass the values in  CT_PARTNER and   CT_PARTNERX. Still this Badi is not getting triggered.

I saw same post in SCN, but there is not solution provided. Please help
