COST_OBJECT field to external tax system

Hi,

I am trying to change value and send COST_OBJECT field to external tax system. to do it, I found OSS message 1373122 to pass COST_OBJECT and TAX_DATE. Unfortunately though i implemented this Notes these fields are not making to External tax system. Please let me know if any one have any thoughts to overcome this issue.
