Assigning Position to user id

Hello,

I have few queries related to assigning BP/Owner and user to Position.

1. What is difference between assigning BP/owner to a position and user to a position? Can I assign multiple BP to same Position?

2. Is it possible that I create a default position? If a user is not assigned to any position it would be assigned to that position?
